Describe the bug

APIOps Extractor isn't pulling the sampling percentage for the diagnostic setting on an API. Only sampling type is extracted and hence when the same is published via Publisher, the tool is setting sampling percentage to zero

Expected behavior

Sampling percentage is extracted

Actual behavior

Sampling percentage isn't extracted

Reproduction Steps

1. Create a API and enable diagnostics settings using Application Insight
2. Set Sampling percentage to 50%
3. Run Extractor and validate is sampling percentage has been successfully extracted or not
