build(shared code): cron job to sync azure core daily

• add a cron pipeline which runs daily to download azure core shared codes, and create PR if any update is found

• We need to define azuresdk-github.pat for the pipeline which currently is using my personal token.
• [Optional]: we should switch to use azure-sdk/autorest.csharp to push the commit and create the PR. But that repo is not synchronized to this repo. We need to enable the auto-sync between those 2 repos.
