sync upstream change microsoft/typespec#10554
Drops the regenerate-common.ts sync step (and its unused path constants) from
eng/scripts/sync_from_typespec.py. The script now only syncs requirements files,dev_requirements.txt, and mock_api test files. Docstring and step numbering updated accordingly.
