Confirming this as well. Appears to be because https://dl.k8s.io/release/stable.txt times out. This can be fixed by manually specifying the kubectl version using the --client-version flag:

For kubelogin, 0.2.8 is the latest: https://github.com/Azure/kubelogin/releases
For kubectl, it should be within one minor version of your cluster: https://kubernetes.io/docs/tasks/tools/install-kubectl-linux/ (see tags starting with kubernetes- here)

The timeout issue with https://dl.k8s.io/release/stable.txt was likely due to a recent outage affecting Google Cloud. Now that the service has recovered, access to the link has also been restored. This issue is unrelated to azure-cli.
