Reason for Change:
service.nmagentClient.GetNCVersionList can fail and cns basically stops workign with only log statemnts to tell us.
Lets get a metric on here so we at least get alerts for now.
Other errors in func (service *HTTPRestService) syncHostNCVersion(ctx context.Context, channelMode string) error {
are less clear if they should be alerted or not.
