Without a browser configured (for instance, running in Docker) the error message doesn't include the link you should follow.

Usually, in these kinds of flows, the command will at least print out the URL you can visit to fix things manually.

Fixed as of #5967. Swapped over to using a different way of invoking the browser, which has better fallbacks, including printing the URL.
