`Start API` task fails for `todo-java-postgresql-terraform`: Connection refused to 169.254.169.254:80

Describe the issue:

Note: todo-java-postgresql-terraform does not have GitHub Issues enabled, so I’m reporting this problem here instead.

The Start API task failed to start for todo-java-postgresql-terraform in Devcontainer. The detailed information is as follows:

Repro Steps:

1. Run azd init -t todo-java-postgresql-terraform -b staging.
2. Open in devcontainer.
3. Run azd up.
4. Run task: start api.

Environment:

• Template: todo-java-postgresql-terraform.
• Azd version: azd version 1.23.7-daily.5941133 (commit 302d696).
• OS: Devcontainer.
• Branch: Staging.

Expected behavior:
The start api task can run successfully.
