azdo - service principal needs to be updated on every run

azd will either create a new SP or rotate the secrets for an existing SP.

when using this SP for Azdo, azdo must always update the service connection to use the latest credentials for the SP.

It is currently skipping and trying to re-use the same service connection created initially, which is not valid any more after a secret rotation.
