REGRESSION: Local debugging fails - vscode and console

Status: Current suspect is the ManagedDependencies feature which leverages PowerShellGet which uses the Microsoft.PowerShell.Utility module.

temporary workaround:

npm:

npm i -g azure-functions-core-tools@2.6.1048

chocolatey:

choco install azure-functions-core-tools --version https://www.npmjs.com/package/azure-functions-core-tools/v/2.6.1048

We have released a workaround for Core Tools by rolling back the worker that ships in Core Tools so we are back to a good state.

This issue will track the actual implementation of the fix.

This is probably a better chocolatey command: choco install azure-functions-core-tools --version 2.6.1048 --allow-downgrade
