Use common Storage libraries (Storage and Storage.Management) in non-storage cmdlets

- [ ] Use the Storage and Storage.Management common libraries for all projects that previously relied on WindowsAzure.Storage or other Storage SDK references
- [ ] Make sure these changes work for NetCore projects
