Add end-to-end test automation verifying case preservation in Tag keys and Values

Description

Some recent customer issues, including #7678, #7703 document a regression in tag case preservation when using generic cmdlets to set tags. This was recently fixed, but there should be an end-to-end test to prevent regressions.
