Add 'Delete' to the argument completer of EvictionPolicy parameter

Add 'Delete' to the argument completer of EvictionPolicy parameter for New-AzVM and New-AzVMConfig cmdlets.

This is just argument completer update. There is no change in parameter or cmdlet.
