[Storage] Disable “StaticWebSite” cmdlets as feature team decide not GA at Ignite.

This disable the 2 cmdlets added in commit 4bb32a3.

Feature team just inform us: They have decided to not GA static websites at Ignite. There is a bug that will break existing customers, even those not using the feature at all.

So disable the static web site new cmdlets, which is added in PR #7081 .
