Pull request overview

This PR updates Spring Cloud Azure reference versions across the entire spring-reference.yml file. The updates include upgrading the main version from 6.0.0 to 6.1.0, updating dependency mappings from 5.23.0 to 5.24.1, and extending Spring Boot compatibility ranges to include newer patch versions (3.5.8 and 3.4.12).
