Synchronizes this repo’s eng/common pipeline-prep logic with the corresponding changes from azure-sdk-tools PR 14922, adjusting how pipeline-generation variable groups are selected for Rust repos.

- Update Rust’s
InternalVariableGroupsin pipeline preparation to only include GitHub release + API review configurations (dropping Crates.io and resource provisioner groups).
