Pull Request Overview
This PR synchronizes the eng/common directory with azure-sdk-tools, specifically updating the Azure SDK MCP (Model Context Protocol) PowerShell script to support JSON-RPC logging when running in MCP mode.
- Adds a new logging function that outputs JSON-RPC formatted messages when in MCP mode
- Wraps tool installation output to properly format it for MCP clients
- Replaces direct Write-Host/Write-Warning calls with the new logging function
