CBL-D is a Microsoft compliant OS that will be used within Cloud Shell. It is a variant of Debian 10. We need this for Azure Cloud Shell to use Azure batch shipyard. Please refer to: https://github.com/Azure/CloudShell/blob/master/linux/base.Dockerfile#L155
