Binplace the json schema with the release artifacts

Today, looks like we do the variable substitution but dont binplace the dab.draft.schema.json yet in the release zip - Pipelines - Run 20221102.14 logs (visualstudio.com)

This issue is to bin place the variable substituted file to our release artifacts.
Also, fix the $id uri.
