Add release process skills file

Add a skills file documenting the key steps, commands, and considerations for creating a new release of Azure/mpf.

This captures the process used for the v0.16.0 release, including:

• Analyzing changes since last release
• Updating documentation (version references in installation docs)
• Verifying build configuration compatibility (goreleaser, Go version)
• Running linting locally with task lint
• Tagging, monitoring workflows, and validating released binaries
• Important considerations for release authors
