take logger to avoid race condition

Context:

• The previous PR fixed a standing otel bug where fn shutdown() could cause a deadlock in the broker if there is no otel server available.
• This change uses guidance by the opentelemetry team here: [Bug]: OpenTelemetry log error occurred. cannot send message to batch processor as the channel is closed open-telemetry/opentelemetry-rust#1660 and replaces force_flush() function calls on meter/logger providers with shutdown(), as this is the best way to gracefully flush logs to Grafana.
