[agent] Add minimal e2e test setup for creating node with different settings

We should reuse current e2e infra then create nodes using different setup via https://github.com/Azure/unbounded/blob/main/pkg/agent/config/config.go so we can get better coverage. We can potentially expose a matrix for node configs then validate the minimal node join, repave and workload scheduling on them
