Allocations requests

• There should be a way to upload spreadsheets for admins
• Admins should have the ability to overallocate/override
• If you submit more than your allocations, you are prevented from submitting new ones. Only admins should be allowed to do that. They should have approval when submitting LSF.
• There should be an allocation history, review of allocations
• Admins should be able to submit labor positions in bulk
