How to suggest a new rule

If you've hit a silent behaviour difference across CPython versions
or between CPython and PyPy, open a new discussion in the Ideas
category and describe:

1. What the pattern looks like in code
2. Which versions or runtimes behave differently
3. Why it's silent (no error raised)

Available rule IDs for community contributions:

• CPY011+ for CPython version compatibility rules
• PPY008+ for PyPy runtime difference rules
