1. Template Dosyası Oluşturuldu

• config.yml → config.yml.tpl olarak dönüştürüldü
• Statik URL'ler placeholder'larla değiştirildi:
• {{GITHUB_ORG}} → Organization adı
• {{REPO_NAME}} → Repository adı

2. Terraform Kodu Güncellendi (files.tf)

• github_repository_file.issue_template_config resource'u güncellendi
• replace() fonksiyonu ile dinamik değer enjeksiyonu eklendi
• lifecycle.ignore_changes ile manuel değişikliklere izin verildi

✅ Kontrol Listesi

• İlgili "Task Numarası" yukarıya eklendi.
• terraform fmt komutu çalıştırıldı.
• terraform validate komutu çalıştırıldı ve başarılı oldu.
• Yaptığım değişiklikler için dokümantasyon güncellendi (gerekliyse).
• Commit mesajları CONTRIBUTING.md dosyasındaki standartlara (örn: feat:, fix:) uygun.
