Implement versioning for the caching mechanism of the ruby.wasm bundle

See evilmartians/rails-tutorial#10. Original caching mechanism was implemented around shipping WASM bundle via installing npm package - the version tag was the package version.

In this fork, we need to implement similar versioning mechanism, where the versioning suffix will be the hash of ruby-wasm/Gemfile.lock.
