When the controller updates the configmap or secret of either SLP or OPA pod, it does not go into effect before the pods are restarted. It should be possible to enable the controller to restart the pods, but without forcing it. I.e. it should be two feature flags added the the controllers config file - one for OPA's and one for SLP's
