bring the wiki to 0.4.0 Command reference regenerated from the v0.4.0 binary with the same walk that reproduces the 0.3.0 page byte for byte. Host keys, vm exec and strict mode added to the hand-written pages, and the #1, #57 and #63 entries now say they are fixed.
add the Quickstart page It was written with Troubleshooting and the sidebar in one batch, that batch was rejected for an em dash, and the retry restored two of the three files. Home and the sidebar both linked to it, so the wiki shipped with two dead links.
