Currently, the Commands.chpl file tracked on git should contain the generated code for a default server build. This way, if the make register-commands step of building the server fails (due to not being able to find chapel-py), the server can still build.

This PR updates Commands.chpl to include code for the Random message handlers switched over to the new command-registration framework in #3524.
