Currently, the
Commands.chplfile tracked on git should contain the generated code for a default server build. This way, if themake register-commandsstep of building the server fails (due to not being able to findchapel-py), the server can still build.This PR updates Commands.chpl to include code for the Random message handlers switched over to the new command-registration framework in #3524.
