Add pre-commit

What does this PR do?

This PR add pre-commit to the project. It also adds 2 more things:

• a github action that runs pre-commit autoupdate the 1st of every month
• a dependabot config file that checks dependencies every month

Edit: This pre-commit pipeline sets Ruff as Python linter and adds docformatter and interrogate, resp. a docstring formatter and a docstring coverage
