ReleaseProcedure: update valgrind test instructions This commit updates the instructions for manual testing of `valgrind` coverage with GPU support to match the commands I actually used for the 2025.10.0 release. + Default environment on Dirac includes MPI, which we don't want/need + Need `cuda` and `valgrind` environment modules + Load latest `gcc` environment module compatible with `nvcc` + Add distinct `make all` step because `dev-check*` targets don't always work correctly as first post-configure step. I've also removed the attempt at hip-over-cuda coverage, because after numerous attempts I was never able to get the `hip_vecadd` test to build.
