feat: Adding M1/Intel runners to run-tests.yml and introducing fast-mode

Description

This PR introduces the following changes:

• Adding M1 runners to the matrix
• Adding Intel-based mac-os runners to the matrix
• Running most tests in fast mode
• Running only latest version of python across all os's in the full suite
