This parameterizes the build similarly as we've done with
BerkeleyLibrary/mokelumneand bumps the version of Wowza Streaming Engine to the latest patch release. In addition, for whatever reason the latest version of the Docker image insists on trying to install some (optional and x64-only) NVIDIA libraries for accelerated transcoding, but that fails as our image no longer runs asroot. I've copied out the Wowza entrypoint script and disabled the setup, and will plan on complaining upstream to see if they can introduce an environment variable that allows for easier opting out.
