AP-603: parameterize wowza version; bump to 4.9.7

This parameterizes the build similarly as we've done with BerkeleyLibrary/mokelumne and bumps the version of Wowza Streaming Engine to the latest patch release. In addition, for whatever reason the latest version of the Docker image insists on trying to install some (optional and x64-only) NVIDIA libraries for accelerated transcoding, but that fails as our image no longer runs as root. I've copied out the Wowza entrypoint script and disabled the setup, and will plan on complaining upstream to see if they can introduce an environment variable that allows for easier opting out.

Subject: WSE 4.9.7 Docker image: disable NVIDIA NVENC shared libraries from loading?

Detailed problem description: We're in the process of upgrading our Dockerized staging and production
WSE 4.9.6 instances to 4.9.7. In our case, we build our own Docker images derived from
wowzamedia/wowza-streaming-engine-linux so they can be run in our environment under a nonprivileged
user. With 4.9.7, it seems as though this image's entrypoint adds a step to link some NVIDIA shared
libraries and run ldconfig. However, in our environment, this fails as the shared library cache cannot
be written by a nonroot user. Is it possible to allow an environment variable or another option to
explicitly skip the step of trying to load the NVIDIA libraries?
