Add buildToSpendTransaction function to create standardized BIP322 signature verification transactions following the BIP322 specification. This allows for proper message signing and verification in Bitcoin wallet implementations. Issue: BTC-2360 Co-authored-by: llm-git <llm-git@ttll.de>
