Surface rust-miniscript's from_str_ext and decode_with_ext on WrapMiniscript
so standalone miniscript fragments can be parsed with the
dropExtParamsflag enabled. This unblocks parsing of the sBTC reclaim leaf
and_v(r:older(N), multi_a(...))and matches the existingDescriptor.fromStringExt API surface.
