In the situation where there is more than one exported apiSpec in a file, if one of them has a parsing error then it is silently dropped while the others are processed. This implements a function to only attempt to parse real apiSpecs, and then makes parsing errors fatal. Maybe this counts as a breaking change if something relied on the previous behavior? That seems very unlikely.
