feat(openapi-generator): add unknown jsdoc tags to openapi json output

This ticket adds all unknown JSDoc tags under a x-unknown-tags field in the json output. This is in order to allow teams to extend API generation logic using jq or yq. For example, this change will allow us to opt out of generating specific routes from the wallet-platform-types repository, as we will look for all routes that have a optout: true in the x-unknown-tags and discard them.
