Remove publishing step from github workflow

It seems that we have two competitive CI jobs/actions to publish `gl-client-py` to `pypi`: one github workflow and one gitlab pipeline. The github workflow seems to fail, leaving a red cross on to top of the repo. Is this job still needed or can we use the gitlab pipelines entirely to publish `gl-client-py`?
