Trigger Builds On Subirectories

### Feature description 

Builds are presently matched against target branches, either for commits or pull requests. This feature works allow sub directory qualifiers, like main#foo/bar,other/module.

### Why is the feature useful?

This feature would enable projects to have a monorepo w/native support.
