Release baml-py on Win_arm64

It would be nice if baml-py worked on Windows ARM but right now there is only a wheel file for amd64.

Yes. Some of our dotnet developers are using Macbook Pros and they are coding in Windows arm64 on Parallels. And that prevents us from using baml.

We just released baml-py 0.88.0 which has support for win arm 64. Let me know if you run into issues. Try it on python 3.11+
