improve utilization mapping

Transmission utilization mapping is currently not set up in a way that is suitable for mapping the Eastern Interconnection. Using the settings that work for Western, the Eastern map is not legible (image below). Additionally, map would be improved by adding state boundary lines. :

It looks like the scale goes up to 3.5 or beyond? I wonder if there is an issue with using two different versions of the grid, one where some branches have been scaled up (power flow comes from here) and another where they haven't (branch capacity comes from here).

@danielolsen I use scenario.state.get_grid() for the grid, and scenario.state.get_pf() for the pf. That's a good catch but I don't know why it's happening ?

Did you update your PowerSimData? Recently (1-2 months ago), we implemented a new object to return the the grid actually used by the scenario.
