Consider using HTTPClient with injected HttpServer in RestMS tests, over dependency on a running server

It may require a slight re-write to make it simple for the tests to inject the client, into the message producer and consumer. It may also require a slight modification to allow us to pull the server configuration into the HttpServer set up, out of the actual OWIN endpoint.
