Compatibility / Shim into Microsoft.Extensions.Resilience

I know this is exceptionally early days, wanted to open this so it can be tracked as project matures.

Has any research or thought gone into how we might shim/integrate with Microsoft.Extensions.Resilience

I haven't looked under the hood here, but it would be good to see if we can plug Fences into that flow.
