Adds Resolution requirements to bin choice.
Uses fine binned response matrix to calc fine bin resolution
Takes the current upper bin limit and current lower bin limit, takes the average (mean) of the resolution fine bins within this range.
Resolution must be smaller than upper bin edge - central bin value
Resolution must be smaller than central bin value - lower bin edge
