• Quick-select assignable users — In the Assign Topic modal, a row of avatars for assignable users (admins and, per settings, global/category moderators) for one-click assignment.
• Notification on new internal note — Users who can view internal notes and are watching the topic receive a notification when a note is added (excluding the note author).
• Auto-follow on assignment — When a topic is assigned to a user or group, the assigned user(s) are set to "watching" the topic so they get follow notifications.

Changed

• Sidebar button position — Internal Notes and Assign Topic buttons are now injected right after the logged-in menu (#logged-in-menu) in the right sidebar when present, instead of at the bottom.
