Command type not loaded into database on Tutorial upload

The command action type (e.g full, none, virtualBlocks) is not added to the database with the Tutorial. This causes problems with loading command tasks when in play through which means these tasks are skipped.

Now that it on-server tutorial creation is the next planned feature (#124), could we retire this way of adding tutorials and therefore close this issue?

Turned out this was just one line causing this error. It has been fixed now, tested and confirmed.
