NOTE: Most of the diff for this PR is from adding a new container in the Event Popup. Overall, its a small change.
The old scrolling was clunky, did not fit the UI, and overflowed the popup due to its rounded edges:
The new scrolling integrates better, and does not overflow:
I believe the event creation popup is the only place with this issue. Any other areas with scrolling will have the new scrollbar as well.
