Release 0.3.3. Remove EoL distros. Add ROS1 M, N.

Problems to be addressed

• CI config is still covering outdated ROS distros (Indigo, Jade, Lunar).
• CI config does not test some newer, alive ROS distros (Melodic, Noetic).

Changes

• Release metadata update (Partially addressing Release for Melodic and Noetic #67).
• Remove outdated distros from CI conf.
• Add jobs for the newer distros.

CoS

• CI passing.

I pushed ros1 branch based off of indigo branch, as a new default branch for this repo for ROS distros newer than Indigo as ROS Indigo is EoLed already.

And I set the target of this PR to ros1.
