How about something like this and we would need to make language specific versions, python is an easy one to start:

We have templates for all of the CI, packaging, cod quality and coding style, releases etc.

You can set up Zenodo to automatically preserve and add a DOI for new releases to GitHub.

Repo templates should have templates for:

README with useful intro template/getting started/badges
CITATION.cff
LICENSE
Issue/PR templates

docs dir should contain templates for basic boiler plate structure.

All should then be documented how to get going here.
