Explore use of submodules for bundling releases

Explore the use of a Process Models repository with submodules bundling releases.

@ksbeattie Git submodules can be used to bundle Process Models repositories into a single release. Submodules are gitlinks to other repsitories. Process Model bundles could checkout the repository release tags intended for a release. git submodule status will show the tag for each linked repository. These versions will be saved with the ProcessModels_bundle release tag.

This example shows how to view the submodule releases versions associated with the ProcessModels_bundle.

$ git submodule status

New ProcessModel_bundle releases would checkout the new release version being bundled before tagging a bundle release

Below is an example of checking out MEA_ssm 2015.10.00 for a bundled release

$ cd Solvents/MEA_ssm/
$ git checkout 2015.10.00
Note: checking out '2015.10.00'.

You are in 'detached HEAD' state. You can look around, make experimental
changes and commit them, and you can discard any commits you make in this
state without impacting any branches by performing another checkout.

If you want to create a new branch to retain commits you create, you may
do so (now or later) by using -b with the checkout command again. Example:

  git checkout -b <new-branch-name>

HEAD is now at 0e5e2ab... Initial import from 2015.10.00 release: svn r9825
$ cd ../..
vchendrix:ProcessModels_bundle val$ git add Solvents/
vchendrix:ProcessModels_bundle val$ git status
On branch master

The Makefile for this project not longer works within this new git structure. It needs to package a new License and used the git tags
