function for current task status

Gil has a requested a function similar to monitor_job() to be used from the CloudClient. However, instead of constantly running in the terminal, we want to ping the job and return the task status immediately. This will be a point in time capture of the tasks. He requested we capture task id, status like completed/in progress/waiting/error, and info if there is an error. It should probably return a dictionary, one entry per task.
